Delhi government has launched a scholarship scheme ‘Merit cum Means‘ in the in the national capital to provide the benefit of scholarship to the needy students of the poor families and various income groups. Delhi ‘Merit cum Means’ scheme will be a fee waiver scheme which will provide scholarships to students receiving higher education in the national capital. All the students studying under any undergraduate course in the colleges of Delhi University will be eligible for this scheme.
Deputy Chief Minister Manish Sisodia, while making the announcement said that the scholarship scheme would be a fee waiver scheme for the poor family students who pursue higher studies in any of the state universities of Delhi.
Deputy Chief Minister Manish Sisodia said that the students have to secure atleast 60% marks in the class he/she has passed to avail the benefit of the scheme
Purpose of Delhi ‘Merit cum Means’ scholarship scheme : –
The purpose of ‘Merit cum Means’ scholarship scheme is to overcome the obstacles of those needy students, which have the potential to achieve the goal and can serve the country in future. Through this scheme, good students can move forward to create a better future. The ‘Merit cum Means’ scholarship scheme will help financially help the poor students and will help them achieve their life’s goals.
Eligibility Criteria for Delhi ‘Merit cum Means’ scholarship scheme: –
Following students are eligible for the merit cum means scholarship scheme:
- Poor Students: belonging to Below Poverty Line family
- Moderate Students: The annual income of family is either up to 2.5 lakh or between 2.5 Lakh to 6 Lakh
- SC/ST students from poor and moderate family background are applicable to get extra 5% benefits
In order to take advantage of this scheme, students should have secured at least 60% marks in their last passed class. 100% discount: Students of Below Poverty Line (BPL) category below poverty line will get 100% discount under this scheme.
50% discount: If the student comes from a family whose annual income is up to Rs 2.5 lakh, then half of the fee will be borne by the Delhi Government. 25% off duty: If the student comes from a family whose annual income is up to Rs 2.5 lakh, then 1/4 of the fee will be borne by the Delhi Government. Students belonging to Scheduled Caste / Scheduled Tribes community will get additional 5% relaxation in the fees under this scheme.

The complete list of universities is given below, in which the studied students are eligible to receive duty exemption under ‘Merit cum Means’ scholarship scheme.
- Indraprastha Institute of Information Technology Delhi
- Technological University GGS
- Indraprastha University
- Ambedkar University
- Delhi Pharmaceutical Sciences and Research University (DPSRU)
- Indira Gandhi Delhi Technological University for Women
- The Netaji Subhas Institute of Technology (when this institution becomes a state university).
It is expected that about 20,000-25,000 students will benefit from the ‘Merit cum Means’ scholarship scheme of Delhi Government. Generally due to lack of poverty and resources, students have to face issues such as not having to pay financial crunch and fees. This fee waiver scheme of Delhi Government will help the students to concentrate on studies without considering the fees.
The Government has announced a budget of `10 crore for the ‘Merit cum Means’ scholarship scheme for the academic year 2017-18. Through this scheme, the Government will ensure that no child is left untouched by getting higher education due to non-payment of duty.
The scheme has been divided in three slabs —
- 100% fee waiver for students coming from a BPL family.
- 50% fee waiver for students from families with income upto Rs 2.5 lakh per annum.
- 25% fee waiver for students from families with income between Rs 2.5 lakh to Rs 6 lakh per annum.
Students belonging to SC/ST community would get an extra 5% waiver in the fee under the scheme.
